In 2019, City People evaluated the impact of the Crown Resorts and Packer Family Foundations’ National Arts Fund, which aims to promote the accessibility and availability of the arts.
The 10-year $100 million Fund has been distributed by the Foundations since the 2015 financial year and will continue through to 2024. City People evaluated how appropriate, effective and efficient the National Arts Fund is, focusing on the projects it has supported through its Arts Partnerships and Arts Education Initiatives, using a framework that considered cultural vitality, social capital and economic viability.
City People brought together a team of expert collaborators for the project: Lesley Cooper of Streamlined Grants Management for technical consultation on SmartyGrants; RPS for stakeholder engagement including e-survey, focus groups and interviews; Nexus Management Consulting for the economic impact case studies; and architect and GIS professional Georgia Kissa from the University of Newcastle for the creation of interactive maps.

Outcomes:
City People provided the Foundations with a clear understanding of the impact of this unique fund and the programs and projects it has supported in a report brought to life in stories from the arts sector across Australia and verified with robust evidence.
City People:
- reviewed the Fund’s history,
- analysed grant recipients’ reporting in SmartyGrants,
- conducted an e-survey of funded organisations and their programs,
- commissioned four economic impact case studies,
- initiated focus groups across 3 states, and
- conducted strategic interviews.
The Crown Resorts and Packer Family Foundations National Arts Funding Program Evaluation 2015–2018 report was submitted to the Foundations in July 2019.
