From 2011 to 2017 Kim Spinks, now director of City People, led the team that developed and implemented Stage One and Two of NSW’s first Aboriginal Arts and Cultural Strategy. The 2016 Evaluation of Stage One showed that funding for NSW Aboriginal arts activities and events had increased by 125% and audiences for these events had increased by 277%.

The qualitative research revealed increased prominence for NSW Aboriginal cultural identity and the combination of this deepened engagement with NSW Aboriginal culture, and the creative and professional development programs funded through the Strategy resulted in increased capacity and invigorated contemporary NSW Aboriginal arts practice, particularly in visual arts, theatre and dance.
